The "flat" discussion reminds me of the first skit in this video:
But yeah, the "Japanese is flat" mantra is likely there to help students avoid stress-timing, as well as assuming that every single word contains an accent/downstep; in fact a plurality of Japanese words, and possibly a slight majority of commonly used words, are 平板.
