Kraut: this may be a thread about German resources, but "Study groups" still is an Anglophone part of the forum. It's a borderline case because people who read the thread probably already can read messages in German (more or less well), but you can't count on that.

I think it depends on context, the exact phrasing, and whether or not the speaker agrees that "penibel" is either necessary or annoying in the particular situation.
Sie sind aber penibel!
Er ist ist ein ganz schön penibler Mensch.
Warum musst du immer so penibel sein?
