English version:
"Democracy extends the sphere of individual freedom, socialism restricts it. Democracy attaches all possible value to each man; socialism makes each man a mere agent, a mere number. Democracy and socialism have nothing in common but one word: equality. But notice the difference: while democracy seeks equality in liberty, socialism seeks equality in restraint and servitude."

The French original (note the English translation above omits the "un instrument" part):
"La démocratie étend la sphère de l'indépendance individuelle, le socialisme la resserre. La démocratie donne toute sa valeur possible à chaque homme, le socialisme fait de chaque homme un agent, un instrument, un chiffre. La démocratie et le socialisme ne se tiennent que par un mot, l'égalité ; mais remarquez la différence : la démocratie veut l'égalité dans la liberté, et le socialisme veut l'égalité dans la gêne et dans la servitude."

Question 1: Is there any reason why Tocqueville used the singular "valeur"/"value" here? Naturally we would say "all possible <a noun in plural>". Is it not the case in French? Or was it not so in French 170 years ago?

Question 2: What does "agent" here mean? According to https://en.wiktionary.org/wiki/agent "agent" means:
1. One who exerts power, or has the power to act
2. One who acts for, or in the place of, another (the principal), by authority from him/her; someone entrusted to do the business of another
3. A person who looks for work for another person
4. Someone who works for an intelligence agency
5. An active power or cause or substance; something which has the power to produce an effect
...
(The French page of Wiktionary.org is about the same.)
Tocqueville's "agent" here probably takes the 2nd meaning shown above. Then the other principal or authority is what? The socialist structure? Meanings 1 and 5 are about the same, and are the most straightforward for the word as a descendent from Latin "agere" and a cognate with French "agent" and "agir" ("to act"). But it's not likely Tocqueville would use "agent" in this sense because he apparently meant to say the opposite of "agent", something passive, not actively acting but being acted upon or made use of or taken advantage of.

L'agent au sens 2, il me semble. Agent et instrument sont assez synonymes ici, c'est probablement pour ça que la traduction a fait sauter l'un des termes.
L'idée de Tocqueville est assez simple dans le choix du lexique: agent, instrument, chiffre...servitude: l'homme est réifié (réduit à l'état de chose : agent, instrument, un quidam perdu dans la foule: un numéro), tel un rouage dans la machine étatique du socialisme.
Au contraire, la démocratie permet le développement du plein potentiel (la valeur possible) humain dans la liberté qu'elle offre: chaque homme a une valeur particulière, ce n'est pas la fourmi/l'abeille/le rouage de la machine qui est remplaçable à volonté dans le système socialiste.
En fait dans le socialisme, chaque homme est remplaçable alors que dans la démocratie chaque homme est irremplaçable, c'est peut-être ça l'idée de fond.
Ce n'est que mon interprétation. 8-)
Je ne sais pas si tu connais la série britannique "Le prisonnier" dont le héros dit: "je ne suis pas un numéro, je suis un homme libre": dans un camp de prisonnier ou une dictature, les hommes sont des numéros (Tocqueville dit chiffre, mais ça doit être la même idée)

Je trouve les réactions d'Arnaud bien expliquées et justifiées. En revanche, pour ce qui est du choix de "toute sa valeur possible" au singulier au lieu du pluriel dans le texte de Tocqueville, je me permets juste de réitérer les propos d'Arnaud à ce sujet :

En effet, le sens de "toute sa valeur possible", au singulier, renvoie à l'idée d'une valeur intrinsèque et foncière chez quelqu'un, pour laquelle on ne pourra dresser un bilan et qui n'accroît ni diminue. En anglais, on dit souvent worth. En revanche, comme tu as bien remarqué, "all possible values" aurait été une meilleure tournure, car grammaticalement correcte -- remarquez pourtant que le choix du mot "values" dans ce contexte ne convient pas, car en anglais, le mot value(s) dégage de multiples sens et nuances, souvent en rapport avec une idée et ou un principe socialement construit -- tel que social/moral/ethical/political values.

Effectivement, en français, le mot valeur en lui seul recèle un plus grand nombre de sens et de nuances, dont l'équivalent en anglais peut être traduit par plus d'un seul mot : value et worth dans ce cas précis. D'où la confusion...

Thank you very much, all! Now that quote is clear. If I were the English translator, I would not skip "un instrument", even though it's synonymous with "agent". The translation also literally renders "toute" as "all", making it grammatically questionable in English. As you suggested, a better way to say that here is "full" instead of "all". If "possible" in "toute sa valeur possible" is not to be skipped, then the English translation may be "value/worth as full as possible".
