I guess it is: Выборг (I don't sure how it spells in English - Viborg?)

In fact, these lines are written with 'ъ' in the end of each words which ends with a consonant letter, but we don't write like this now.

At the time both Helsinki and Vyborg were part of the Finnish autonomy in the Russian empire.
