I'm no expert in Japanese, but a Chinese character or a combination of 2 characters (rarely a 3rd) would equal one word/concept in a Roman alphabet. I did search to find an answer, and I'm sure this has come up before, so if anyone knows, please tell us. But I would say that on average for Mandarin, ~300-400 characters would be about 250-300 words? So as a rule of thumb for Chinese, I would say 300+ characters equals a page.
But regardless of language/script, you need to figure out how a word or concept is represented, and then when you hit 250+ of those, then you've done a page.
