As the title says. I've looked around and only found ways to download their programs for studying Japanese.
NHK publishes radio programs in several languages. Here's a typical program in English.
If you click "Listen" a Flash player comes up in a separate window and there's no download button. The URL of that Flash player points to an m4a file: https://www3.nhk.or.jp/nhkworld/en/radio/clip/?lang=en&popout=true&title=Japanese%20Life%20Through%20Keywords&ver=19&id=js-rod-ep-hkeyword-201809200600-20180920141500&key=%2Fnhkworld%2Fupld%2Fmedias%2Fen%2Fradio%2Fprogram%2F20180920141500_english_1.m4a&autoplay=true#popout
Isolating that URL leads to a dead end: https://www3.nhk.or.jp/nhkworld/upld/me ... lish_1.m4a just returns a 404.
That's awfully similar to: https://www3.nhk.or.jp/nhkworld/upld/me ... lish_1.mp3 which is a live link leading to today's English news program.
So does anyone know how to find those m4a files hinted at in the Flash URLs?

The only downloadable audio I've found from NHK World Português is the news. What a shame that I can't download their other programs. Their newscast, while useful for learners with the accurate script, is the single most dry and boring newscast on the planet.
There must be a way to grab the audio because it is going into the buffer. Maybe one of our more technically minded people can tell us not so technically minded folks how to do it simply without having to go to "Git Hub", using a Linux machine or downloading a program that won't work with windows. Hope springs eternal.

For more than ten years, I have successfully used Internet Download Manager for this type of content. I tested it against your file and it downloaded an .FLV file with a single click (I set it to show a small popup for audio on play and to save automatically). Then, on a windows machine, if I just wanted to listen and didn't care about getting it to .mp3, I would then play it back using the excellent VLC by just opening the file.
If you want to convert to MP3 and then load to another device, there are plenty of ways to do so easily including simply using the convert option on VLC. I tested the conversion for you file using VLC and it worked very well. The file size was increased going from .FLV to .MP3 and it took several seconds to convert but those files are pretty small so I don't think that would be a drawback in this case. For larger files I would likely grab another app.
