I must say it's a shame, that Occitan (collectively) is declining so rapidly for a once rather large and arguably strong language (group/continuum).

I just remembered some resources that aren't free/online but are quite valuable.

I highly recommend Carrera's learner's grammar for anyone approaching Occitan from Catalan, it deals with both Aranese and Lengadocian as well as bits and piecies of other varieties (understanding dialectal variation is extremely necessary when learning Occitan due to how fragmented and minoritised it is):

He also wrote a grammar specifically for Aranese which I haven't looked through, but which I assume is at a similar level of quality.

As for Occitan music, I can recommend the following groups:

Mauresca Fracàs Dub (reggae, hip hop-ish; Lengadocian)
Doctors de Trobar (hip hop; Provençal and Lengadocian)
Alidé Sans (singer-songwriter; Aranese)
Lou Seriol (ska/rock; Vivaroaupenc/Alpine dialect from the Valadas in Piedmont)
Massilia Sound System (reggae; Provençal)

Mauresca and especially Massilia have a number of songs in French as well. Mauresca also has the occasional verse in Spanish.

What considerations should one take into account when it comes to learning Occitan versus one of its variants/dialects/relations?

I find I'm most interested in Provençal, but the resources for learners simply don't seem to be as robust, whether coming from English or French. I would like the support of a fairly complete course, such as Assimil or its equivalent, and not just a phrase book with common tourist terms and IPA glosses. People seem to rate the content of Provençal pour les nuls highly, but the lack of audio accompaniment is a no-go for me. In fact, it's really the audio I want to focus on, since Provençal looks pretty intelligible when one can already read Latin and French and Spanish.

I would be interested in developing a decent conversational capability in time, such that I could walk into a meet-up in Marseille and talk a bit with people, for example. I wouldn't necessarily need to be able to read Frédéric Mistral.

Given the dearth of robust materials -- unless I've missed something -- does it simply make more sense to go ahead and learn Occitan, and only then bridge the gaps between it and Provençal?

That would be my approach.

Provençal has some pronunciation shifts, nasalisation, unrolled r, etc... but if you know Occitan you can probably go to that meeting...
