Audio lingua has a lot of french audio with transcripts, not programmes though.https://www.audio-lingua.eu/--------
http://www.tv5mondeplus.com is supposed to include subtitles with their programmes, I think its a bit hit and miss though.
--------
Programmes on arte.tv/fr that are made by Arte France (only a subset of the programmes) include french subtitles.
e.g.
Le dessous des cartes.

I feel like an absolute fool, but I can't find anything transcribed on the Audio-Lingua website.

Not a radio show, but great for lower intermediate to intermediate French is the Inner French podcast, which includes very accurate transcripts.

In the same vein of podcasts for intermediate learners is the impolyglot podcasts.
https://www.impolyglot.com/home-englishThey have paid services but also dozens of podcasts with transcripts for free.
You can find the podcasts on Spotify and iTunes and probably elsewhere.
The topics are less varied than inner French but I like them. There are a lot of episodes on the subject of language learning.

Here's a show that posts transcripts:

You can get machine transcribed subtitles on Youtube for some, but not all languages. French is one of them - but those subtitles are sometimes hilarious. And if you can get such automated subtitles in the language of the video then you can also have those subtitles autotranslated into some other languages - a limited list in the app, but apparently the entire gamut of language of Google translate on the homepage. I use those options quite a lot for my own target languages.
As for radio ... well, I have not listened to radio in any language for a very long time - not even French.
