They are saying the matter is of importance. They probably mean that it is of importance to that person. It probably isn't life or death importance, but important to that person.

I didn't see anything that said, "in fact some". Honestly with these sorts of posts it's really important to write out the entire sentence as opposed to a small part of it. I see you did eventually do that a little bit ago which I appreciate, but I think what you're going to run into is that, if you post a sentence fragment it doesn't give anyone enough context.

I agree with rdearman's reading of it. The what the person wants to talk about is important to them, enough so that it needs to be discussed with another person.

OK, the use of English "vector" threw me way off track (never mind!), and I didn't realize that the subject line was an actual phrase you were asking about, and not an assertion that your post was important... Thank you for the clarification, Serpent.

I'd interpret that phrase as not only saying that it's important, but also adding emphasis to it: rather important, quite important, definitely important. I'd agree that some understatement could easily be read into it as well. I really wouldn't read it as "not very important," at least without further context.

It's an old-fashioned phrase, and I imagine you were reading something 100 years old or older.

"Some importance" here, as others have said, means it is very important. I reckon the only thing more important than something "of some importance" in Victorian writing would be something of "the utmost importance". I take "some" here to say the importance is "substantial" -- like it's importance is almost a physical thing.
