Russian Grammar Question: "Свобода начинается с тебя"

Today I saw an advertisement for Мегафон that said "Свобода начинается с тебя"

Why is с тебя not instrumental? I would have expected с тобой to be correct, but apparently that's not the case.

"C" can also govern the genitive with the meaning "since" or "from". In this case, it's just the rection of the verb: начинать(ся) с чего-то/кого-то.

hello i am russian native
because "с тобой" - this mean him as object and with this object we can feel the liberty or above
and "с тебя" - this mean that him as primary target, main and first link in the chain of the liberty
