Inhalen can mean to catch up (of vehicles), but here it means something else. Here it means "to draw something in, to bring something in". Halen is a verb that has many different meanings when used with prepositions.

That is context-dependent; you would have to show me the entire article. I find it strange wording in general, but clearly it means they made the asylum seeker dilemma physically a part of politics - how is a mystery to me, but I'm sure that would be explained in the rest of the text. As it is, I can't tell you either.

Just this week, the German ran up against an audit (or check).
I'm not sure this is the correct translation, but it is close. I assume the Dutch expression has something to do with hitting a lamp pole, but I don't know.

My Dutch has become extremely rusty, but I believe that "tegen de lamp lopen" is an idiom and simply means getting caught.
