Do you know of a device that has both an e-ink screen and a web browser?

Kindles have a hidden experimental web browser (at least on some models), which is... technically an answer to your question, but probably not what you're looking for! I used it a couple of times on my old keyboard model, but it's not very useful for anything other than extremely basic tasks.

I'd like to use the Goethe eLibrary more, they offer a read online option, or Adobe Digital Editions download.

I think Kobo's might work with Adobe DE, but I have a bit more faith in a web browser as a long term option.

I have an old Kindle, but the experimental web browser in that can't load the Goethe eLibrary website.

Not an answer to the original question, but another solution to your specific need is that you can email a pdf or Word doc to your Kindle account and it will be converted to the format kindle uses and be available to read on your Kindle. I have found it works quite well with French texts I have downloaded, and I am sure it would be fine with German.

Onyx Boox devices offer android with eink. You can install any browser from the play store.

Another+1 for Onyx Box. I use mine daily. It's basically just an Android Tablet but with an eink screen.

I get the impression that you're looking for an Android e-ink tablet. Dasung is another manufacturer to consider. They have 10 inch and 13 inch models available.

You might also want to consider an e-ink computer monitor. I've been using a Dasung Paperlike HD-FT for the last three years for programming and web browsing. It's small enough that you could hold it while reading, though having it on a flat, stable surface would be more comfortable. The advantage of a monitor is that you can upgrade the rest of the hardware and software setup independently. It's more expensive, but you might be able to justify the price for other reasons.

There's also a Linux-based e-ink tablet being developed by Pine64.
