A proper dictionary, not crowd-sourced sentences like Tatoeba.

I've been searching for years.

Svenkerud, Herbert: Cappelens store engelsk–norsk ordbok, Cappelen
Kirkeby, Willy A.: Engelsk–norsk stor ordbok, Kunnskapsforlaget (no longer in print)
Kirkeby, Willy A.: Norsk–engelsk stor ordbok, Kunnskapsforlaget (no longer in print)
Kirkeby, Per-Erik; Kirkeby, Willy A.: Engelsk–norsk stor ordbok, Vega forlag

Engelsk–norsk stor ordbok, Kunnskapsforlaget
Norsk–engelsk stor ordbok, Kunnskapsforlaget

These dictionaries are expensive. I was lucky enough to find a first edition of the Cappelen for NOK 10 at a flea market 20 years ago.

They used to sell the two last ones on the list as an iOS app, but it's no longer available on the app store. They can be accessed electronically for NOK 440 per year or NOK 44 per month:
