Lithuanian TV offers videos with closed caption subtitles. I haven't found a means to download them with separate subtitles in order to convert these to SRT-files, translate them (Google and DeepL can do this) and then work with them off line.
Any ideas?

If you're using Chrome, hit F12 or right click and select "Inspect" to open Chrome DevTools. There you go to the network tab and reload the page. Write "txt" in the input field with the placeholder "Filter" or just scroll through until you find a request to a txt file.

It works, the translation is ok, the two texts are in sync, video and texts also.
This is what it looks like in SMPlayer (colour, position and size can be changed)

Or even better in Language Reactor - which also offers "Anki" (I don't know what it looks like in Language Reactor, you have to register to get access).
Although Language Reactor overall is still deficient in Firefox it offers the import of videofiles in MP4 with SRT-subtitles and these functions
- translations of the SRT-file into the language of your choice (I think it's Google not DeepL translated)
- translations of single words
- example sentences of a word from the corpus of the subtitle file
- audio repetition of a subtitle line with a click
