Is there a way to make a subtitle file from a transcript and audio?

Is there a way to make a subtitle file from a transcript and audio?

I recently started using Subs2SRS and it's been great for me, it's both enjoyable and (in my opinion) effective. I would like to use it with RadioAmbulante podcast episodes which have transcripts in both English and Spanish. It seems the only way to do this would be extremely tedious as there are no time codes and no actual subtitle file. Is there a more efficient way to do this or is that a pipe dream? I'm assuming I am stuck with the long grueling time -consuming process in order to achieve what I want. But I figured I'd check here first.

I was using text align to try and align text and audio.
