ENGLISH: Does this mean the government is done for (it completely collapsed), or that it has survived, because the collapse is no longer happening? Acabar tends to mean something is completely accomplished or done (a fait accompli), so I'm guessing the first option is how most people would take it.

This is my first post. This forum was recommended by Fluentu. I live in Rosarito, Baja California and am from Los Angeles. I understand a lot of Spanish, but my listening ability is too slow for a natural conversation. But I'm getting practice, living in Mexico. You just have to make sure you don't get comfortable just hanging with English-speakers, since there are so many in this border region that attracts retired Americans and other English speakers. I play music at restaurants and events, and do some work with charities, mainly Cruz Roja, which helps me get involved with Spanish language activities.

Not a native here, but I wouldn't take it to mean "things are fine" unless this was long ago and/or the next part explains how things got better. And if things are indeed fine there's probably a new government by now, not the same one.

I think if we get a few more sentences of the text, or if the OP explains the context, that will help a lot for clarity.

I'd disagree, it's perfectly fine without the "con".

It's a verb + subject sentence, so the same as "el colapso completo del gobierno acabó" = 'the collapse of the government ended (because there's no government left at all / because things are better now)'.

You can add the 'con' and change the meaning slightly of course. Acabó con el colapso completo del gobierno = 'It ended with the collapse of the government' (where 'it' = "the process/event/problem/reign/discussion...").
