Request: Tag for mentioning someone

Is it possible to add a proper 'Mentioning' tag as is the case in social networks?
For example, I may address someone on my post and 'tag' them the way people do in FB etc., and that person will receive (or not, if they don't want to) a notification that they've been mentioned in a post.

Most often than not I discuss specific issues on my log that I'd like to hear from specific people about. These issues are local and opening a thread for that would be an overkill, that's why I think such tag woud come in hand.

This is an interesting idea, but it would require finding a phpBB 3.1 extension (and not a 3.0 module). I'll keep my eyes open, but feel free to dig around in the extensions catalog.
