Error: "...refused to connect"

For the past half hour I've been getting a message that the site "refused to connect." Anyone else gotten it? What does it mean?

I believe one of the possible reasons is that the server is busy. That is, it already has all of its connections in use.

I get warnings from the hosting company if there is going to be maintenance, and I didn't have one, so it is probably just the server being busy. Or some kind of DOS (denial of service) attack on the hosting company, I know they've had it before a couple of years ago. You might experience this for a couple of minutes around midnight UK time, when I take a full backup of the database so we don't lose any posts! :)

Okay, just wanted to make sure it's not a new or significant problem. Then again if anything bad or longer term does ever happen we have the HTLAL Community Center group on Facebook where basic communication can be had.
