My apologies for the recent troubles.
The server running the forum has a "burst mode." If we have available CPU credits, it's quite fast. If we're out of CPU credits, it's miserably slow. We have enough CPU credits to support human forum users and Google's "crawler" (which is usually well behaved). But several other mostly international search engines burn through our credits, and slow the forum to a crawl. Credits will eventually regenerate if the load goes away.
I am going to have to rebuild the forum's hosting setup sometime soon, and see if I can get a permanent CPU allocation that doesn't rely on a "burst mode".
In the meantime, I try to reboot it when rdearman lets me know it's failing badly. Until I can rebuild it, my apologies to everyone.

In addition to robots.txt, have you considered Cloudflare to prevent bad bots?
