BBcode request: [hr] for horizontal rules

PhpBB apparently doesn't support self-closing or opening-tag-only BBcodes, so it would have to be something like:

[hr]{TEXT}[/hr]

<hr title="{TEXT}">

Or without any text at all, since I can't imagine really wanting that...

(A brief glance at the phpBB forums suggest that it doesn't support self-closing tags, so "<hr/>" may not work. But I'm not sure which versions of phpBB that may or may not have been true for.)

Yup. You can use it as:

…which is awkward but the best I can do with this version of phpBB.
