How to do "exact phrase" searches on a phpBB Forum?

How to do "exact phrase" searches on a phpBB Forum?
I tried a search today for "sign language" on this Forum. I got 1641 matches in 165 pages, but it was for the individual words, not the two-word phrase. Internet search engines use quotes to designate exact phrases. However, a quick Google search for how to do that on a phpBB Forum indicates that, at best, it is difficult. It would seem that such a search would be very important on this Forum. If you want to search for any exact phrase that has language or learn, or other common words, you will never find what you are looking for. Any suggestions?

As an alternative to phpBB's built-in search, the major web search engines can filter results from specific sites:
