The semester course offers in Spanish of my local Volkshochschule , for roughly 100 000 inhabitants. Access is free of requirements but with a fee.
People attending would have had English and French (or Latin, or additional Latin as a third language subject) at Gymnasium, Spanish being their third language, now outside school and at an adult age.
The number of courses is now back to a pre-Covid level (then with zero online offers).
