Out of curiosity, what are your cards like? Vocab cards, sentence cards, definition cards, cloze cards, bilingual L1>L2, bilingual L2>L1, monolingual, etc.? I too struggled to find cards that worked for me for Spanish (I ended up archiving my entire Harry Potter y la piedra filosofal deck), but I kept tweaking until I found something that worked for me. I also combined it with Iversen's list method, such that I end up knowing the cards I "forget" once better than the other cards, though it does add some time to the back end of my reviews.
So I would say, don't be afraid to experiment with card type or combine with other methods if you're having issues.
