Don't know about Japanese, and Chinese is Hanzi characters. For Chinese you should determine if you want simplified or traditional characters. To memorise the characters then SRS software is probably your best bet, something like anki. However, you still need to learn them since memorised characters are basically passive, in order to activate and use them you'll need to use them. So reading will help reinforce them in your mind.

What do you mean by "memorize all kanji"? Why don't you tell us what you want to be able to do with them, or what you're ultimately trying to accomplish.

If you want to be able to write them out, given english keywords, many people claim to accomplish this in less than 100 hours using Remembering the Kanji volume 1 to learn and an SRS to review.

I'd start by learning the meanings of the 214 radicals. Then learn a few word compounds for every character, preferably combining a new character with others I already know. I would always write them when I was beginning, but after a while it felt unecessary.

And lots reading, of course.
