What kind of jobs are suitable for a foreigner who wants to improve his/her speaking skills but doesn’t require any kind of degree or experience?

This seems like a very broad question. Full time, part-time, summer job...? In what country, and would work visas be a problem? Au pair and nanny jobs still exist. See https://j1visa.state.gov/programs/au-pair/ for U.S. au pair visas; it looks like that requires a 12-month commitment. If you're a student, you might also look at the U.S. State Dept's Summer Work Travel Program, at https://j1visa.state.gov/programs/summer-work-travel. It seems to require that you already have a job lined up, though.

A friend of mine improved his average highschool German (probably around A2/B1, with not much confidence in speaking) to solid B2 while washing the dishes in Germany for half a year.
There are many options. I'd say such jobs requiring low overall skills might sometimes be much more useful than many of those requiring a specific kind of education. When you wash the dishes, noone has the time or interest in switching to another language for you, and your collegues may not even know any. When you go abroad and integrate a highly educated group, it might be harder.
