is there lwt app for android?
I mean by lwt, learning with texts tool. I have a windows tablet and also an android phone. I want lwt to be touch friendly. Is that possible?

LWT works from a web-browser so it will technically work on anything with a web-browser. I used to use it on my tablet, (I installed the full version on a webserver, not to a PC). I don't believe there is an app, although I could be wrong.

I didn't see any LWT app in the Google Play Store. I think you can use Cordova to convert a Web app to an Android app, though I haven't done it. See https://zolmeister.com/2014/01/how-to-t ... droid.html.
You can self-host a Web server on Android with PAW Server for Android. See https://www.makeuseof.com/tag/turn-andr ... eb-server/. There are other similar Android server apps besides PAW, too. Obviously you can install a local server on Windows, though I don't know much about Windows tablets.
So, hosting LWT on a phone might be possible. I don't think, however, that LWT would be touch-friendly on an Android phone unless that's already in the existing program for some reason. Code would have to be there to enable it to respond to touch events.
I think there are a number of very active LWT users here, though, and they would be more knowledgeable than I am.

I would love something like this, as I'm considering paying for Lingq again and would prefer to not have to shell out any money

Language Tools also works on android. I never use it on android, but we have an app (or something close so I'm told ) that you can download from Play Store (it's the purple one). Similar to LingQ but free for life if you sign up before June 1.
