I doubt there's a certain "emotional pattern" that can be attributed to the word "here". It's more like you're trying to attract someone's attention: "Look, here, let me help you with that!" Or is there a certain "emotional pattern" that can be associated with the Russian counterpart "ну"?

I think tarvos explained the sentence quite sufficiently, so you should listen to her advice, especially as she was kind enough to write in Russian. Quite frankly, I have a hard time understanding what you exactly want to know. Not every word carries a fixed emotion and the language barrier doesn't make it any easier, to be honest.

Well, it could attract attention, or it could sort of soften the sentence to indicate politeness. Who knows. Some people may add it just because.

It just now crossed my mind that it could even be short for "come here"...

In short, context is lacking like water in a dry fish bowl.

It wouldn't be an unusual thing to say: "Come here, let me help you with that!" At least in English it's quite common.

I don't know if Russian could use прийти in a similar context though. I guess the verb carries a different nuance in English. It's more like давай, as tarvos already said.

Maybe a native speaker could elaborate on this?

Поди-ка сюда, я тебе помогу

or

Иди сюда, помогу

or

Подойди сюда, я попробую тебе помочь

All valid and all can be translated into English roughly as "come here, I'll help you". But only acceptable among close friends (very informal).
