Does anyone have any idea as to how to acquire more idiomatic expressions that would be appropriate for the board room, for conferences and for formal level speeches?
I found this book online, but I'm not sure if it's dated or not.

I've also been trying to read L'Express and Le Monde, paying close attention to the headlines.

Copyright 1881 sounds dated to me. Have you tried Assimil Business French?
