As an exception, this should be "div" - the actual writing of rtl is already managed by embedded ISO codes. The rtl tag will specifically produce a section that will be right page aligned. The entire section is then placed on the right. If you need to produce Hebrew or Arabic in-line then there is no need to use the tag. For example this: עיכר was written with ע first. (that's why I left the original 'p' rather than replace it with 'span')
