Are we allowed to put promotional links in our signatures? Something to the effect of: "check out my comic at link______".

Yes that is allowed by members in good standing. We do get some link spamming in signatures, but what you describe isn't objectionable, although links should be to a site relevant to yourself, not anything which might be considered spam.
