Private Messages Outbox

Quick question about the outbox, what is its purpose, and how is it supposed to work?
I'm not sure if this is intentional (or an error) but some messages get stuck in the outbox for many hours. I now have one message hanging for about 36h.
Recently, I also had a message get stuck in the outbox, then disappear completely, never sent.
Not sure, again, if this was an error or something intentional.
Are the private messages reviewed manually before they go out, or is there some other reason for this delay? I could totally understand if this is done to prevent harassment and/or breaking of rules, but I would still like to know if this is indeed how it works.
