A pinned (and locked) rules thread?

I was wondering if one of the moderators could create a stickyed and locked thread that lists the rules of this forum. As it stands currently it's hard to find any cohesive set and while they might be on a wiki, it seems like it would make more sense to also have a thread on the forum listing them in full. I'm not asking for a discussion of the rules, rather a list of them that is central and can easily be found.
