This is ambitious!
The Indian government wants to create the world's largest portal "delivering knowledge in and about all the languages in India using multimedia." The work has begun on Bharatvani.
A website was launched seven months ago. Today there are already 221 dictionaries available. You can also download books from the Central Institute of Indian Languages' Intensive Course series if you register. I found An Intensive Course in Sanskrit and An Intensive Course in Bengali.
