Learning with Texts (LWT) is a good suggestion. It's an interesting question whether LWT counts as parallel texts. Originally, it provided a convenient way to look up vocabulary and a nifty way to recall forgotten meanings. As such, not parallel texts. Currently, it provides a function for creating interlinear texts, too. Besides interlinear, it can be set to insert meanings before or after text (the name of the Russian who started or at least uses this system escapes me). We need a new term to cover both parallel texts and interlinear texts, perhaps.

No.

Parallel texts involve two versions of the text that are valid texts in their respective language. LWT does interlinear glossing, giving translations at the word and/or phrase level, but the resulting "translation" is not a well-formed, grammatically valid text in the L1.
