One place I know of is the Youtube channel StarMedia. They have lots of films, series and documentaries with English subtitles.

As a native Russian speaker, I made some research for you and found some extra videos on Russian language with English subtitles. Btw, I was genuinely surprised that it's a quite complicated task even for a native speaker. So, here what I've got:
http://www.englishonlinefree.ru/videorus.html - scroll down the page as several videos are blocked from YouTube.

https://www.youtube.com/watch?v=J4gpnI0AJNQ - some old 8 minutes long movie
After 10 minutes of searching through Google and YouTube I found a bunch long movies with English subtitles:

First, I think that watching russian programs with L1 or english subtitles is a complete waste of time, that's my personal experience.
That being said, here's a few links I used (that was before I came to the aforementioned conclusion ):
- StarMediaEn (but I advise strongly the russian version with the russian subtitles)
- FILM.UA Group: Нюхач season 1, Нюхач season 2 (russian transcripts of that series in my old log), and other low quality stuff (look in the playlist: if the title is in english, the series have english subtitles)
- A lot of the movies of Мосфильм (movies of the soviet era) have subtitles in english or in russian
- https://3ears.com/ : A kind of russian Yabla: all is subtitled in english in a little window above the russian text. I personaly never used that site, just stumbled upon it a few weeks ago...
Edit: I forgot чебурашка, shame on me...it's such a classic, and a playlist of cartoons.
The cartoon Барбоскины is also subtitled in several languages, it's for russian children from 6 to 9 y.o, so you need a solid level in russian to understand it.
- Easy russian.
- НТВ offers russian subtitles on certain series and Tv shows (НТВ is rather geared toward alpha males who like guns, noice and dust ).
- Russian progress, a vlog for intermediate learners subtitled in russian.

Does anyone know of places to find subtitles separately? I am currently watching a number of films that don't have subtitles included, but I could really do with some. I figure there must be a website that provides subtitles for the hard of hearing or something? Has anyone come across anything?

The go-to place for subtitles is Subscene. You can find subtitles for many movies quite easily and for the most popular there are loads of languages to choose from. Quality may vary, because these are sometimes fan produced.
