I do really hate that. I definitely first experienced it with Uyghur where they required all movies to be translated and dubbed in Mandarin then translated and redubbed back to Uyghur. That for sure is some kind of censorship thing, but not sure about the modern Mandarin dubs. This is why we can't have nice things.
