That wouldn't be a good idea, it would quickly fill up with spam. Since it allows unregistered users to input, and allows links. So it would fill up with malware, porn advertisements, etc.

The travel and culture section really or even in the multi-lingual room where there are already threads for films and books. Feel free to start a thread about music.
I do understand the request, but what I would encourage people to do instead is find a forum or facebook group which discusses hobbies and things which interest them in their TL. It would satisfy the desire to learn about those topics in another culture, and help with language practice. In reality I should spend less time on this forum and more time on an Italian or French one!
Thinking about it, it might be good to have a thread in the resources area (or multi-lingual) which has links to other discussion forums. Similar to The Master List of Resources by reineke but for hobbies. E.g.
Golf:
French Golf forum
Links in Germany
Golf 101 Brazilian Portuguese
Kayaking
Le Kayaking ... French forum
Kayaking Adventures in Russia
blah, blah, blah.. you get the idea. So if someone really feels strongly, please feel free to generate the list of hobbies and corresponding TL forums. I'm sure the forums linked to would be happy to get new users, and of course we'd be happy to get some of their members to come here to learn how to learn a language.

In fact, users must be registered. Set option in the mod section of the administration panel.

I'm also not a big fan of shoutboxes, in my experience it directs conversation away from the forum and the quality of the "shouts" is not great either.
