I'm on a Mac - Aegisub is what I found to do the job.

If you use Windows, I find Subtitleedit pretty good. I haven't used it with songs but have used it in my subs2srs workflow and also to transcribe YouTube videos for practice and then I make anki cards at the end. I like how I can easily get a google translation of my transcription within the app, very quickly. It has the flaws of any google translation but is good enough for my purposes.
