I'm confused as to why you wouldn't. Sign language shares all the features of language except that it uses signs instead of words. They still are fully developed languages, that arise naturally when the need to communicate arises (see Nicaraguan Sign Language). That said, I think it was clear that OP was referring to spoken languages. But there's still no reason not to county sign language as a language.
